I think that's a MR shader. So in theory, maybe it exists for MR for Max?

Reason Im after learning this style so I have part of my character animation showreel like this so its different to other reels

Yeah, that first movie is Softimage for sure. They have a built in toon shader for Mental Ray that's super easy and simple to use. You can plug textures and other shaders into each of the cell channels and get to look like a whole bunch of stylized images.

In Maya there is an Integrated Toon-shader that allows you to paint on models in a similar way to the video you showed. I only experimented with it a little bit, I never got results that look like what the person making the video achieved. But I'm sure you can get similarly looking results.
