how do i mix a 32bit baked displacement map with a painted 16bit one..?
i have no idea how to built the shading network in maya...

if seen some painting stuff in mari and there is allways done a fine dispmap...

with the 16 bit from higher levels i'D go for the bump if needed.

You should be able to simply add them with whatever maya node that do an addition (plusMinusAverage for instance).
